Meaning

When she/he passes through my alley in a palanquin
She/he doesn’t allow the pall bearers to even change their shoulders

Explanation/Comment:

What happens when your relations with someone are strained (or you seek to avoid someone) and yet you come face to face?

You avoid the other’s gaze by hurrying through, preoccupied with something. Or, nowadays, pretend to be very busy talking on the cell.

Ghalib is describing this phenomenon during his times.

His relations with someone (beloved) have got strained and or she/he wants to avoid him.

When such a person has to pass through his alley, she/he scurries through in the palanquin. While so doing, if the pall bearers seek respite to change shoulders by putting the palanquin down, they are not allowed to do so.

Ghalib here describes human behaviour which reflects a subtle psychological mechanism when relations are strained. Or one wants to avoid someone, for whatever reason.
